The founder of Bishop 30 Solutions is a retired US Army Special Forces (Green Beret) officer and a 20 year veteran of the Drug Enforcement Administration (DEA). Noell is also certified in Advanced Law Enforcement Rapid Response Training (ALERRT Active Shooter Training), Army Ranger qualified, a Tactical Emergency Medical Technician (EMT), and a certified National Rifle Association (NRA) rifle and pistol instructor. He has participated in combat operations in Iraq and Law Enforcement operations in New Orleans after Hurricane Katrina. Noell draws from his extensive experience to provide top-rated training courses for civilians, businesses, and churches.
Why Did I Start Bishop 30?
Bishop 30 Solutions was founded to help people and organizations be safer, more secure, and ready to respond in a crisis. I saw this need in 2005 when I was a DEA agent in the Houston Field Office and, after Hurricane Katrina hit, was sent to New Orleans to assist during the aftermath. What I found was a famous American City in shambles with people who were completely unprepared for what they had to react to. Law-abiding citizens were outgunned and struggled to protect their families and their belongings from people who worked to take what wasn’t theirs. The experience made such an impression on me that after I retired, 12 years later, I formed Bishop 30 Solutions to help everyday law-abiding citizens remain safe in their environment.

The answer is the thirty great warriors of David, from the bible. These mighty men were a group of David’s toughest military warriors who were credited with heroic feats. I consider them the first special forces.
Meet The Rest of the Team
Jim Ripley is a 25 year veteran (Retired) of the US Army, with most of that time being spent in the Special Forces (Green Beret). Jim has combat tours in both Afghanistan and Iraq and has received the Combat Infantry Badge as well as the Bronze Star. He has a robust background in training as he has taught soldiers and civilians in small unit tactics, firearms. His training includes the Special Forces Target Interdiction Course (SF Sniper), Counter-Terrorism, Counter Surveillance, Mountaineering, Horse and Mule Packing, Tactical Driving, Personal Protection, Physical Security, and Threat Vulnerability Assessment. Jim also has over 20 years of training in martial arts.
Michael joined Bishop 30 Solutions in September 2017 after retiring from the United States Marines Corp as an infantry unit leader (0369). Michael is a Black belt 2nd degree Martial Arts instructor as well as a Rifle and Pistol instructor for both the Marine Corps and National Rifle Association. While in the Marine Corps, Michael qualified as a Wilderness survival instructor and Wilderness first responder. Michael participated in combat operations in Iraq and Afghanistan earning the combat action ribbon x2 and the Purple Heart.
Deb Radvany brings with her over 30 years of State and Federal law enforcement experience. She spent nine years with the Federal Bureau of Investigation (FBI), with the last four of those years employed as the Assistant to the Commander of the Hostage Rescue Team (HRT). She deployed with HRT to incidents such as the Talladega Prison riots and the Ruby Ridge/Randy Weaver incident in Idaho. She worked for four years as a Delaware State Probation and Parole Officer, supervising offenders in the community. Most recently, Deb spent 17 years as a US Postal Inspector (retired), investigating cases, making arrests and coordinating and conducting search warrants, deploying to critical incidents such as Hurricanes Katrina and Rita, and training current and newly hired Postal Inspectors. Deb has extensive experience as an instructor. She was a Certified Defensive Tactics Instructor and served as the Training Coordinator for the Washington Division of the US Postal Inspection Service (USPIS). She also served as a supplemental instructor at the USPIS basic training academy in Potomac, Maryland, and is an American Red Cross certified instructor in CPR, AED and First Aid. Deb also volunteered as a Nationally Registered Emergency Medical Technician for approximately 10 years.
James M. (Jim) Smith
Jim is a retired Huntsville Police Department (HPD) senior supervisor and a 35 year veteran of HPD. He was a patrol supervisor for 20 years, and a Federal Bureau of Investigation (FBI) certified firearms instructor for 15 years. Certified by the Alabama Peace Officers Standards in Training (APOST), Jim was a firearms instructor in both police pistol and shotgun. Additionally, he has over five years of experience as the special events coordinator for HPD (parades, marathons, etc.) and was responsible for the subsequent planning for security and safety for those events.
Chris Nunley is a National Registered State of Alabama Paramedic with 13 years in Emergency Medical Services and ten years as a Paramedic. He has been at HEMSI for the last 12 years. Chris’s current certifications are in Advanced Cardiac Life Support, Pediatric Advanced Life Support, International Trauma Life Support, Basic Life Support, CPR, Tactical Emergency Casualty Care, and as an instructor with Stop the Bleed. He has helped plan and participated in numerous drills in the Madison County area, helping schools and businesses with active shooter training.
